Outlook cached mode address book not updating
The Offline Address Book (OAB) is automatically updated every 24 hours, unless Microsoft Outlook is set to Download Headers or Outlook has detected a slow network connection and On Slow Connections Download Headers Only is selected. NOTE Cached Exchange Mode is available on the File menu only when you are using a Microsoft Exchange Server 2003 e-mail account.
For more information on the version of Exchange server you are connecting to, contact your Exchange server administrator. On the Tools menu, point to Send/Receive, and then click Download Address Book.
In general, Outlook will automatically update the Offline Address Book (OAB) for Exchange accounts once every 24 hours.
When it didn’t or when you want to make sure you do have the latest OAB available, you could manually trigger an update from within Outlook as well.

Qasmi I have done a forced update with cached mode off and it doesn't make a difference, the issue re-presents when cached mode is re-enabled.
All - I completed some checks and in the OAB in Organization Configuration, the distribution mechanism was set to public folders only.
